Active shooters represent one of the most high profile threats in K-12 schools, but many other vulnerabilities exist that also require fast, effective emergency communications. In addition, K-12 schools have special emergency communications needs, in that emergency communications sometimes originate at the classroom or building level, and sometimes originate at the district level.

In this paper, we examine emergency communications needs and capabilities for K-12 schools.
